For its second enhanced railway electrification program, the German Reichsbahn (Deutsche Reichsbahn) in East Germany needed a powerful multi-purpose locomotive that would cover the range between the 211/242 and 250 series.

That is why the manufacturer LEW Hennigsdorf near Berlin presented a prototype of this locomotive series, later known as 243 001, at the Leipzig Spring Fair in 1982.
Between 1984 and 1991, 646 series locomotives were built, which, after the political unification of the two German states, also found a home with the then German Federal Railways (Deutsche Bundesbahn) and thus became the only all-German electric locomotive in suburban transport with a speed of up to 120 km/h.
With an output of up to 3720 kW, the 16.7 m long and 84 t heavy locomotive is mainly used in the suburban transport networks of large cities, but even today it can be seen at the head of freight trains.
